Juvenile Justice Title V Grant Program
The Juvenile Justice and Delinquency Prevention Act (JJDP), passed in 1975, provides assistance to the Juvenile Justice System. The Title V Grant Program is a component of the JJDP Act.

Objective:
The Title V Program was created to assist in implementing primary prevention programs for juveniles. The premise is that preventing delinquent behavior is a more cost-effective means of reducing juvenile crime than attempting to rehabilitate adjudicated delinquents. Other Title V Program objectives are: (1) To form coalitions within communities to mobilize the community and direct delinquency prevention efforts; (2) To identify those known delinquency risk factors which are present in communities; (3) To identify protective factors which will counteract identified risk factors, and develop local comprehensive, delinquency prevention plans to strengthen these protective factors; (4) To develop and implement local comprehensive, delinquency prevention strategies which use and coordinate Federal, State and local and private resources for establishing a client-centered continuum of services for at risk children and their families.

Eligible Applicants:
Public agencies that present proposals designed to accomplish the objectives of the Title V Program requirements.

Eligible Activities:
The following are examples of activities that are eligible for funding:(1) recreation services; (2) tutoring and remedial education; (3) the development of work awareness skills; (4) child and adolescent health and mental health services; (5) alcohol and substance abuse prevention services; (6) leadership development activities.

Grant Limits:
Agencies desiring to participate in the Title V Grant Program must submit applications with budget levels designed to accomplish the goals set out in the application.

Timing:
Application for Title V Grants may be filed any time during the year. Funding decisions are the sole prerogative of the State Juvenile Justice Board.

Requirements:
The following requirements apply to Title V Grants:

The State Juvenile Justice Board established priorities requiring the subgrantees to design programs that will address the mandates of the OJJDP Act.

Funding Criteria:
The following factors govern the funding decision for a JJDP subgrant:

  • Programs must address the priorities established by the State Juvenile Justice Board and mandated by the OJJDP Act.
  • The State Juvenile Justice Board must vote to fund each subgrant.
  • Title V Programs require a 50 percent local cash match.
Compliance Requirements:

Title V Sub grants are subject to all state and federal laws and requirements such as drug free work place, certification regarding lobbying, certified assurances concerning the Juvenile Justice and Delinquency Prevention Act and general grant conditions and assurances. Each applicant is also required to submit a three-year plan describing the extent of risk factors in the community and how those risk factors will be handled.
