The federal government recently announced details of the Energy Efficiency & Conservation Block Grant (EECBG), funded by the American Recovery & Reinvestment Act (ARRA). The EECBG program is designed to help eligible entities create and implement strategies to create jobs, reduce total energy use, and improve energy efficiency in the building and transportation sectors. DOE has approved Alabama’s plan resulting in an award of $10,350,200. Proposals to be funded from this allocation received in response to the solicitations listed below are currently under review. Grant awards will be announced by the Governor and posted on this site once funding determinations have been made.

 

 

EECBG Funding Streams

 

Direct EECBG Funding 

Funding for this program will be distributed in a variety of ways, including through formula grants to entitlement cities and counties and to state energy offices. The U.S. Department of Energy (DOE) will distribute formula grants to cities with a population of more than 35,000 and to counties with a population of more than 200,000. A listing of these eligible units of local government, as well as their appropriations, can be found at http://www.energy.gov/7102.htm. Please note that the deadline for these entities to apply directly to the federal Department of Energy was August 10, 2009. Indirect EECBG Funding

 

Alabama ’s State Energy Office will receive more than $10 million, 60% of which must be used for subgrants to municipalities and counties, or ineligible units of local government, not receiving direct formula funding. Two Requests for Applications were released to disburse the state's allocation. Both Requests for Applications can be found below.

 

The first Request for Applications, “EECBG – Solicitation I”, was directed only to the local governments not receiving direct formula funding.  Applications for this solicitation were received by August 7

 

The second Request for Applications "EECBG - Solicitation II", was directed to local governments not receiving direct formula funding, as well as non-profit organizations, public or private industries, agricultural operations and wastewater treatment facilities.  Applications for this solicitation were received by August 12

Open Competitive Grant Programs

 

A Funding Opportunity Announcment (FOA) concerning the open competitive grant programs for the EECBG Program was issued on October 19. DOE anticipates that a total of $453.72 million will be available for competitive grants awarded through one FOA with two topic areas:

 

Topic Area 1 – The Retrofit Ramp-Up Program:

 

The eligible entities for up to $390.04 million available under Topic 1 are States; formula-eligible units of local government; formula-eligible Indian tribes; entities eligible under Topic 2; and Governmental, quasi-governmental, or non-governmental not-for-profit organizations authorized by and on behalf of entities described above.

 

Topic Area 2 – General Innovation Fund for Ineligible Entities:

 

The eligible entities for up to $63.68 million available under Topic 2 are units of local government (or State-recognized Indian tribe) that are not eligible entities; governmental, quasi-governmental, or non-governmental, not-for profit organization authorized by and on behalf of a unit of local government (or State recognized Indian tribe) that is not an eligible entity; or a consortia of units of local governments (or State-recognized Indian Tribes) that are not eligible entities. States, formula-eligible units of local government, and formula-eligible Indian tribes are not eligible to apply for Topic 2. 

A link to the full FOA is below. A Letter of Intent must be submitted by November 19 prior to your application. Applications must be submitted to www.grants.gov no later than 11:59 PM Eastern Time on December 14, 2009.
