Community development projects - $7,049,436

Alabama is approved for $7,049,436 in Community Development Block Grant funds from the U.S. Department of Housing and Urban Development as part of the stimulus act. The act requires states to give priority to projects that can award properly bid contracts for project work within 120 days from the date funds are made available to the state.

On June 29, ADECA submitted to HUD a substantial amendment to Alabama’s CDBG Action Plan for the 2008 program year. The amendment describes projects that Alabama recommends for CDBG funding through the American Recovery and Reinvestment Act and describes the criteria used to select the projects recommended for funding.

Homeless prevention and re-housing - $13,328,942

The state is approved for $13,328,942 in stimulus funds designed to help homeless people find housing and assist families who would otherwise become homeless whose household income is at or below 50 percent of the area median income. Cities and counties throughout the state and nonprofit agencies (with local government approval) are eligible to apply for grant funds. Eligible activities include up to 18 months in assistance paying rent, assistance in paying security and utility deposits, hotel vouchers (up to 30 days) and moving-cost assistance. Activities not eligible for funds include child care, employment training, mortgage payment assistance, transportation, food, health care and consumer-debt payments.

Alabama’s substantial amendment for the Homelessness Prevention and Rapid Re-Housing program has been approved by the U.S. Department of Housing and Urban Development, the federal agency administering the allocation. The amendment describes the purpose of the program and the criteria ADECA will use to award the funds in Alabama.

ADECA has issued a Request for Proposals for the Homeless Prevention and Rapid Re-housing program. All proposals were due by 5:00 p.m., July 15, 2009.


Community Service Block Grant Program - $18,337,000

Stimulus funds totaling $18,337,000 have been allocated to Alabama from the U.S. Department of Health and Human Services for the Community Service Block Grant Program in Alabama through fiscal year 2011. The program provides grant funding to help low-income individuals and families achieve self-sufficiency. ADECA makes these funds available to Alabama’s Community Action Agencies, who provide services and assistance to low-income families and individuals.
