Alabama Energy Emergency and Assurance Plan
The Alabama Department of Economic and Community Affairs (ADECA) – Energy Division is the lead agency of Emergency Support Function - 12 (ESF-12) of the State Emergency Operations Plan (EOP). During activation of the EOP, all agencies report to the Emergency Operations Center in Clanton, Alabama. Activation can occur during natural disasters or manmade disasters. ESF-12 deals with the supply of fuel to the state. Acting as the lead agency for this function, the Energy Division assists with the coordination allocating fuel to first responders and if necessary, the institution of fuel rationing procedures in the event of a fuel shortage. Compliance with the National Incident Management System Compliance Assistance Support Tool (NIMSCAST) is required for all agencies involved in emergency coordination with the Alabama Emergency Management Agency.
The primary goal is to serve as the state point of contact for energy emergency and assurance. This requires coordination with various state agencies and energy industries. The energy emergency and assurance plan and procedures are used in responding to state emergencies that include energy components.
