Census Liaison

The director of the Communications and Information Division serves as liaison to the U. S. Census Bureau. A primary responsibility is to work with the Bureau to ensure that every Alabama resident is counted in the Census. Because Census-based formulas are often used to determine the amount of financial assistance available to local communities, a complete and accurate count is a vital concern. The director is also the certifying official for annexations and boundary changes and works with local officials to ensure that Census boundary records are accurate and up-to-date.

State Data Center

ADECA serves as the state’s affiliate agency for the U. S. Census Bureau’s State Data Center Program. We receive hundreds of requests for Census and other statistical data each year from citizens and other state agencies. Census data is interpreted and analyzed for state and local applications, and ADECA provides technical assistance and consultation to the Census Bureau, Bureau of Economic Analysis, concerning federal and state data.

As Census 2000 data regarding Alabama becomes available in 2001, we plan to make that information available on ADECA’s web site. Census data will be supplemented with other state and county data collected by ADECA and other agencies.

Federal-State Cooperative Program for Population Estimates (FSCPE)

The Census Bureau’s Estimates Program produces population and income estimates for all states and counties and population estimates for incorporated places. Many grant programs use federal estimates to set funding levels for local areas. ADECA provides input through several report programs. In conjunction with the Alabama Department of Public Health, ADECA reports state and county births and deaths by race and Hispanic origin. ADECA supplies data for the Alabama Group Quarters Report by gathering information about college dormitories, prisons and long-term health care facilities throughout the state. Other FSCPE work includes pre-publication review of estimates, review of estimate methodologies and helping local areas appeal Census Bureau population estimates.

What you should know about the Apportionment Counts

This is a brochure prepared by the Census Bureau that explains Congressional apportionment, the process of dividing the 435 seats in the U.S. House of Representatives among the 50 states.  The Census Bureau will deliver apportionment counts to the Office of the President by December 31, 2000.
